The Director of Planning approved this application, and a Development Permit was issued on February 5, 2026.


Lia Engineering Ltd. has applied to the City of Vancouver for permission to perform interior and exterior alterations and to change the use from Retail to a Child Day Care Facility, for a maximum of 32 children aged 30 months to school age, consisting of:

  • A proposed Floor Space Ratio of 0.53 (approximately 2,116 sq. ft.)
  • Outdoor play area 1,050 sq. ft.
  • Four Class A passenger loading spaces, having access from Windsor Street and lane

Under the site’s existing RT-5 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
