The Development Permit Board approved the application on December 15, 2025, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"

The City of Vancouver has applied for an application to develop a two-storey Community Centre (Swimming Pool) on this site, consisting of:

  • An ancillary Fitness Centre
  • A proposed floor area of 168,804 sq.ft. (15,682 m²)
  • A proposed height of 73.6 ft. (22.4 m)
  • At grade parking, with vehicular access from Beach Ave

The floor area identified in the proposed figures is calculated by using the regulations identified in Section 4.2 of the R1-1 District Schedule and includes all areas above 3.7 m in height double counted in floor area. The total proposed usable area is 80,697 sq.ft. (7,497 m²).


Under the site’s existing R1-1 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Development Permit Board on December 15, 2025.
