The City of Vancouver has received an application to rezone the subject site from M-1 (Industrial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 39-storey mixed-use building and includes:
385 rental residential units;
Commercial space on the ground floor;
A floor space ratio (FSR) of 23.3; and
A building height of 110.7 m (363 ft.) with additional height for rooftop amenity space.
This application is being considered under the Downtown Eastside Plan.The application requests consideration of height and density in excess of the existing policy.
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
Public Hearing: Tuesday, February 24, 2026, at 6 pm
This application was presented to Council at the February 24, 2026, Public Hearing. Council has deferred discussion and decision on this application to the Regular Council Meeting on March 10, 2026.
These Public Hearings are to be convened by electronic means, with in-person attendance also available. You may participate in the Public Hearing either by speaking by phone or in person, or by submitting written comments that will be distributed to the Mayor and Councillors.
