The City of Vancouver has received an application to rezone the subject site from M-1 (Industrial) District and RT-3 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 19-storey building and includes:
157 social housing units;
A floor space ratio (FSR) of 10.4; and
A building height of 54.3 m (178 ft.) with additional height for rooftop amenity space.
This application is being considered under the Downtown Eastside Plan.The application requests consideration of height and density in excess of the existing policy.
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

Public Hearing occurred on February 24, 2026, and Council deferred the discussion and decision of this application to the Regular Council Meeting on March 10, 2026. At that meeting, Council referred this application back to staff to study options and considerations related to parking availability, childcare provision, deeper affordability, and heights, densities and building forms, and other matters related to local amenities. The applicant should be included in the discussion, necessitating future consideration by Council. Check back on this website for future updates about this application.
