The Director of Planning approved the application on September 17, 2026,  subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents".


Concert Properties has applied to the City of Vancouver for permission to develop this site, consisting of:

  • A three-storey animal clinic/shelter 'BC SPCA' on the first and second floors with ancillary office use on the third floor
  • A total proposed Floor Space Ratio of 2.40 for the site (approximately 77,000 sq. ft.)
  • A proposed height of 95 65 ft.
  • Underground parkade having vehicular access from Keith Dr

Under the site’s existing I-1 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
