The Director of Plannin,g approved the application on January 26, 2026, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"


The City of Vancouver has received an application to develop a two-storey animal shelter (Vancouver Animal Shelter) on this site, consisting of:

  • A proposed height of 36 ft. (11 m)
  • A proposed FSR of 0.68
  • A proposed floor area of 13,605 sq.ft. (1,264 m²)
  • Vehicular access from William St

Under the site’s existing I-2 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
