The Director of Planning approved the application on September 24, 2025, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"


Arcadis IBI Group has applied to the City of Vancouver for permission to develop a mixed-use development building, with a 29-storey (West tower) and 22-storey (East tower) on a single-storey podium, containing Retail, Restaurant, Child Day Care Facility and Dwelling uses, on this site, consisting of:

  • A total of 532 Secured Market Rental units
  • An elevated, privately owned public space (POPS)
  • 37-space turn-key childcare facility for City ownership
  • A proposed FSR of 8.33 (437,551 sq.ft.)
  • A proposed height of 97.9 m (321 ft.)
  • Underground parking, providing a total of 287 parking spaces having vehicular access from the lane

Under the site’s proposed CD-1 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
