The Director of Planning approved this application, and a Development Permit was issued on February 19, 2025.

Metcap Living has applied to the City of Vancouver for permission to develop the following on this site:

  • Two infill buildings
    • six-storey apartment, fronting Haro St and
    • three-storey townhouse, along Rosemary Brown Lane
  • Minor safety upgrades in common rental building’s life safety, with no impact to tenancies (work includes upgrades to parkade structure, exit signs, fire alarm systems, emergency generator and lighting)
  • 61 secured market rental units
  • Proposed building height 60.72 ft. (18.5 m)
  • Proposed FSR of 1.69
  • Above 2.5 levels of existing underground parking with access from the lane
  • Accommodating the bicycle and parking requirements of the new and exiting rental tower

Under the site’s existing RM-5A zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
