215 W 1st Ave text amendment
The City of Vancouver has received a rezoning application to amend CD-1 (454) for an increase in height from 13.5 m (44 ft.) to 18.8 m (62 ft.). The existing zoning allows for Institutional uses which includes School – Elementary or Secondary. The proposal is for the development of a four-storey elementary school building, which includes:
- 6,000 sq. m (64,583 sq. ft.) for instructional areas including classrooms, gymnasium, and community facilities to accommodate 630 students;
- An activated rooftop space;
- A floor space ratio (FSR) of 3.0; and
- A building height of 18.8 m (62 ft.).
This application is being considered under the Southeast False Creek Official Development Plan
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

(September 2025)
The rezoning application has recieved an addition:
- To better accommodate outdoor play space that will support the Olympic Village School, the Vancouver Board of Education (VBE) and the City of Vancouver (CoV) are negotiating an access agreement and improvements to the portion of Hinge Park outlined in red.
- These improvements are intended to meet the needs of the school during school hours, and invest in the park for use by the public.
- The improvements of this area will be to the satisfaction of the Park Board.
- The approximate area is 18,000 sq. ft.
- The Official Development Plan for Southeast False Creek provides for additional greenspace to be provided to the west of Olympic Village School (also known as Site 1A). A Map of Site 1A is noted below.
- There is currently no timeline for redevelopment of Site 1A, however, a considerable waterfront park will be part of the eventual phased development.
The applicant has submitted a Transportation Assessment and Management Study (TAMS) as part of the application. The document is available for public review under the Application Documents tab.

Public Hearing to reconvene February 26, 2026 at 3 PM.

Copies of the draft by-laws will be made available for in-person viewing from 8:30 am to 5:00 pm on weekdays at the City Clerk’s Office on the 3rd Floor of City Hall from Friday, January 30, 2026, and for viewing on the meeting agenda page on the same Friday starting at 1:00 pm. Minutes of the Public Hearing will also be available at this location approximately two business days after the meeting.
