This application was approved by Council at Public Hearing on January 27, 2026 following the Public Hearing on January 22, 2026.

Revised Application (September 17, 2025)

A revised application was submitted following feedback from the community and staff review. The total floor space ratio remains the same but the form and uses have been amended. Changes include:

  • Revised form of development from a 19-storey building with a seven-storey podium to a 25-storey building with a six-storey podium; and
  • Removal of office use and replaced with market rental residential;
  • The total FSR remains unchanged at 11.81 which includes 9.72 FSR for residential and 2.09 FSR for industrial.

Previous Applicaiton (August 2024)
The City of Vancouver has received an application to rezone the subject site from I-1C (Industrial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 19-storey mixed-use building and includes:

  • 203 residential rental units;
  • Industrial and office space;
  • A floor space ratio (FSR) of 11.81; and
  • A building height of 67.3 m (211 ft.).

This application is being considered under the Broadway Plan. The application requires Official Development Plan (ODP) and Regional Growth Strategy (RGS) amendments.

This application is not consistent with Council-adopted rezoning policies. The City is required to process all rezoning applications submitted and staff position on the proposal will be summarized in the referral report later in the application process.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
