The Director of Planning has requested you be advised that this application was considered on April 8, 2022, and was refused.  

It should be noted, however, that the applicant has the right to appeal this decision of refusal to the Board of Variance in accordance with the provisions of the Vancouver Charter.


DeAngelis Architecture - The A Studio has applied to the City of Vancouver for permission on this site to:

  • Perform a change of use of approximately 3,888.4 sq. ft. to a Liquor Store - Type 2, of the commercial retail units #6 and 7 (at 3898 Rupert & 3309 East 23rd), including interior alterations, to the existing six-storey mixed-use building
  • Hours of operation:
    • 10 am to 10 pm - Sunday to Thursday
    • 10 am to 11 pm - Friday and Saturday

Under the site’s existing CD-1 (700) zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
