The Director of Planning has requested you be advised that this application was considered on March 7, 2022, and was refused.

It should be noted, however, that the applicant has the right to appeal this decision of refusal to the Board of Variance in accordance with the provisions of the Vancouver Charter.


Thrive Advisors has applied to the City of Vancouver for permission to perform interior alterations and a change of use from Grocery Store to Cannabis Store on the ground and mezzanine floor level in the South unit of this existing commercial building, consisting of:

  • A floor area of approximately 2,450 sq. ft.
  • Hours of operation: 9 am - 11 pm, seven (7) days a week
  • Two parking spaces having vehicular access from the lane

Under the site’s existing C-2 zoning, the application is “conditional” so it may be permitted. However, it requires the decision of the Director of Planning.
