This application was approved by Council at Public Hearing on February 19, 2026.
The City of Vancouver has received an application to amend the CD-1 (915) (Comprehensive Development District) By-law to permit the subdivision of the site into two parcels. This amendment would allow the proposed development to proceed in two phases:
Phase 1
A 20-storey residential tower;
321 market rental housing units;
Cultural amenity space; and
Ground-level commercial space.
Phase 2
A 17-storey office tower; and
Ground-level commercial space.
The proposed changes would not result in any significant impacts to the approved form of development, height or density. The previously approved application is linked here: https://www.shapeyourcity.ca/456-prior-st
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
