The Director of Planning approved the application on March 8, 2024, subject to conditions.  A Development Permit may be issued once all conditions have been satisfied. For more information, please see the Prior-to letter under "Application documents"


Holborn Properties has applied to the City of Vancouver to develop on this site a 10-storey mixed-use residential building containing restaurant use at grade and 119 market strata dwelling units on levels 1 through 10 (including mezzanine level) and an eight-storey multiple dwelling building containing 72 market strata units, all over a partial storey for underground bike storage.

The proposal includes the following:

  • Height of 31.9 m
  • FSR of 3.78 (16,083 m2)
  • Three levels of underground parking having vehicular access from Quebec Street

Under the site’s existing CD-1 (704) zoning, the application is “conditional” so it may be permitted. However, it requires Council approval of the form of development and decision by the Director of Planning.
