The ODP outlines a unified vision for how the city will grow and develop for the next 30 years and beyond. All development is required to be consistent with the plan. Based on the new ODP, changes have been made to the proposed new C-2A for consistency.
Council Meetings and Public Hearings
The proposed work for the Residential Rental (RR) district schedules and proposed C-2A were originally advanced as a single package. Following the Vancouver ODP, statutory requirements change how these are brought before Council. While the work was originally advanced as a single package, statutory requirements now differ following ODP adoption. Amendments affecting C‑2A areas require changes to the Rental Housing Stock ODP and Downtown Eastside ODP, triggering a Public Hearing. Changes to RR district schedules, which are primarily residential, are not eligible for Public Hearing and will proceed through a separate process.
Changes to C-2A for Consistency with ODP
The Vancouver ODP has led to revisions in the scope of the proposed C-2A district. The parcels proposed for C-2A are designated as Mixed-Use Low-Rise in the Generalized Land Use Map (GLU) of the ODP, requiring non-residential uses. The proposed C-2A district will require non-residential uses in all new developments, while legacy uses will continue to be permitted.

允许在更多主要干道沿线建设 6 层租赁住宅和酒店。这将通过取消逐宗地块单独重新分区申请的要求,使租赁住房的审批流程更快速、更简单、更可预测。
大多数 C-2 类型分区内的地块已经允许建设 6 层市场租赁住宅。本次更新将使其余大部分地块保持一致。

拟对 RR 类型分区(住宅租赁)进行的修订将:
在纯住宅租赁开发项目中,允许建设 6 层市场租赁公寓,而无需提供低于市场租金住房。
在混合用途住宅租赁开发中,如低于市场租金住房要求在财务上不可行,将可降低或取消相关要求,以提供更大灵活性。
这些修订属于温哥华市更广泛的《Housing Vancouver Strategy》温哥华屋屋策略的一部分,该策略优先保障安全的租赁住房,并促进住房供应的地理公平。公众意见将为 2026 年第二季度提交市议会的最终建议提供参考。
