The 2019 Vancouver Board of Parks and Recreation Services Master Plan (VanPlay) calls for a long-term Golf Strategy to describe guiding principles and identify opportunities to expand programming options in golf assets.

On October 30, 2023, the Vancouver Park Board approved The Golf Services Plan – Framework outlining high level direction to develop a Golf Services Plan with a shorter time horizon and more implementation-oriented deliverables than a Golf Strategy.

We want to hear from golf users, visitors to golf facilities, trail users, and Vancouver residents as we develop an action-oriented Golf Services Plan for golf assets in Vancouver.

Please note, the Golf Services Plan will not consider redeveloping golf lands for non-park use.

What’s happening:

Engagement is concluded. Thank you to everyone who responded to the survey. Read the What We Heard summary (PDF 4.2 MB) to learn more about community feedback on the Golf Services Plan. Your input will help inform the Golf Services Plan which will be shared with you and presented to the Board in late 2025.

    The Vancouver Park Board oversees the operation of six (6) golf courses across the City of Vancouver, including three championship courses and three pitch & putt courses. The Vancouver Park Board golf facilities include:

    Fraserview Golf Course

    Vancouver Parks Golf courses map

    Vancouver Parks Golf courses are well-used by residents and visitors with over 350,000 rounds played each year across the six facilities. Golf's high usage generates significant revenue, making it the Park Board's highest net revenue-generating activity in support of the City's other parks and recreation needs.

    The courses also host supporting uses and other parks and recreation opportunities like snack kiosks at the pitch and putt courses, clubhouses and pro shops at the championship courses, relatively undisturbed urban wildlife habitat at all the courses, and other recreation uses like perimeter paths and tennis courts at the championship courses.

    The primary project goals for the Golf Services Plan are to:

    • Optimize the golf business model to align with best practices, prioritizing financial sustainability;

    • Optimize food and beverage model at championship and pitch & putt courses;

    • Sustain and enhance current golf and golf-supporting service levels, including on-course, driving range, and clubhouse services;

    • Define investment/funding approach and timeline to realize the service model

    Secondary project goals are to:

    • Optimize ancillary uses at championship and pitch & putt courses – such as complementary recreation uses, wildlife habitat and environmental stewardship – to broaden public benefit;

    • Explore opportunities for reconciliation and equity in golf
