Council Decision

On May 17, 2022 staff presented a series of reports to Council aimed at reducing building emissions in new buildings, existing large buildings, grants for non-market housing, and a proposed regulatory approach for existing detached homes.

For existing detached homes, staff recommended two new policies:

  • That all permitted A/C units must be heat pumps, and

  • Large renovations over $250,000 must install electric heating and hot water

Staff also recommended to delay regulations for hot water and space heating to do more work on the proposed approach.

Council adopted this motion with minor amendments.
