Update: Former Molson Brewery Site ODP Amendment Approved by Council

On July 21, Vancouver City Council unanimously approved amendments to the Vancouver Official Development Plan (ODP), including to the Regional Context Statement (RCS) contained within the ODP, for the former Molson Brewery site at 1550 Burrard Street and 1655 West 1st Avenue. These amendments update the site's land use designation to support future redevelopment of the site as a mixed-use neighbourhood.

City Council also approved the associated Guiding Principles and Rezoning Guidelines for the site, which will inform the site’s development as part of the rezoning process.

July 24 Metro Vancouver Board meeting

On July 24, the Board of Metro Vancouver gave first, second, and third readings to a by-law to amend the Metro 2050 Regional Growth Strategy for the site. Metro Vancouver staff will now begin a 45-day consultation period with affected local governments, First Nations, and the public.

Next steps

Pending the outcome of consultation by Metro Vancouver, the Metro 2050 Regional Growth Strategy application is expected to return to Metro Board on September 25, 2026 for a fourth and final reading. If approved, the amended ODP and RCS would be enacted by Vancouver City Council in October 2026. Updates to these documents will ensure that the site’s local and regional land use designations are consistent across City of Vancouver and Metro Vancouver policies.

After the process is finalized and the necessary by-laws are enacted, the landowner can apply to rezone the site. Any application would be reviewed by the City in accordance with Council-approved Guiding Principles and Rezoning Guidelines and other relevant City policies.
