March 2026 - Vancouver Official Development Plan (ODP) Approved
At a public hearing on March 11, 2026, City Council approved Vancouver’s first city-wide Official Development Plan (ODP). Subject to approval of the updated Regional Context Statement by Metro Vancouver, the Vancouver ODP is anticipated to come into effect on March 31, 2026.
About the ODP
In June 2024, we launched a planning process to develop Vancouver’s first city-wide ODP as required by provincial legislation (Bill 18). Using Vancouver Plan (2022) as the basis for this process, we focused consultation on the outstanding technical and administrative content required for the ODP.
Targeted consultation began in 2024 and opportunity for public review and feedback on the draft ODP took place in October 2025. Review a summary of consultation (PDF, 7.7 MB).
