What is the Capital Plan?

The Capital Plan is a four-year financial plan for investments in Vancouver’s infrastructure and amenities.

For Vancouver’s Board of Parks and Recreation (Park Board), this includes everything from new parks and playgrounds to trees and ecological areas.

How are decisions made about what gets funded?

The Park Board has seven commissioners elected by the citizens of Vancouver every four years. These elected commissioners make decisions about the priorities and focus of Park Board’s work. They are stewards of and advocates for the parks and facilities in our system.

However, when it comes to funding, the elected Mayor and Council of City of Vancouver decide on the budgets available to partners like Park Board, Vancouver Public Library, and Vancouver Police Department.
