Villages Plan and City-initiated rezoning to be considered by Council
The Villages Plan and the proposed City-initiated rezoning will be presented to Council for consideration at a Public Hearing on July 14, 2026.
The Villages Plan is the result of an 18-month planning process and outlines a long-term vision for growth and change in 17 areas identified in the Vancouver Official Development Plan (ODP), including new housing and job space, as well as transportation and public space improvements.
The main objectives of the Villages Plan are to enable a variety of building types ranging from ground-oriented multiplexes and townhouses to low rise apartments, as well as mixed-use buildings with space for shops and services on the ground floor.
Alongside with the Plan, a City-initiated rezoning is proposed to change the zoning of most of the Village areas to enable the building types identified in the Plan. If approved, the Plan and the City-initiated rezoning will help guide development in the 17 Villages, supporting more complete, connected, and climate-resilient neighbourhoods.
