The City of Vancouver has received an application to rezone the subject site from RM-5A (Multiple Dwelling Residential) District to CD-1 (Comprehensive Development) District. The proposal is to retain the existing 14-storey seniors housing building (which includes 215 units), and allow for the development of a six-storey rental residential building, which includes:

  • 90 units, including 23 units at below-market rental rates;
  • A floor area of 5,511.3 sq. m (59,323 sq. ft.);
  • A building height of 20.3 m (67 ft.); and
  • An overall floor space ratio (FSR) of 3.57 for the entire site.

This application is being considered under the West End Community Plan.

The City’s Tenant Relocation and Protection Policy applies to this site. This policy provides assistance and protections to eligible renters impacted by redevelopment activity. To learn more visit: vancouver.ca/protecting-tenants.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Each building manager handles operations and tenanting. Prospective tenants should contact the building operator directly for information on available units and the application process. The Rental Incentives Program Bulletin outlines eligibility requirements for below-market unit tenants, and this eligibility must be verified by the building operator. As an owner of a condo on the same block that has poor ventilation and no provision for portable units, I find that unconscionable for the downtown area. What provisions are being made to ensure these rental units have proper ventilation in the event of extreme heat events and during smoke events where windows must be closed? Further what provisions have been made for additional electrical and portable ac unit venting hoses? I also don't see any provision for EV charging. Are the parking stalls prewired?     Air conditioning itself is not a requirement under the Vancouver Building By-law (VBB). Instead, the VBB requires that one room in each living suite must be capable of maintaining a temperature of 26C. This can be achieved with or without air conditioning, however, most new buildings also allow residents to set up a portable air conditioning unit if they wish. Other aspects such as natural or mechanical ventilation are also covered under the VBB. Regarding EV charging, every parking space provided for dwelling uses, excluding visitor parking spaces, is required to have an energized outlet capable of providing Level 2 charging or higher.

    Unfortunately, we cannot provide a timeline for completion as it is dependent on many factors, but mainly the fact it requires approval from Council before proceeding to the development stage. In general, rezoning applications take 12 to 16 months, and if the application does receive approval, the development and building permit stage can take around 12 to 18 months, dependent on site conditions and the proposal itself. Regarding the developer, the developer for this proposal is Sovereign Property Group. As the proposal only includes rental units, the units will not be sold and conditions would be placed on the property to ensure it remains rental residential. For below market units, there are reporting requirements as part of the housing agreement to ensure that the affordability requirements are met and tenants meet eligibility requirements, this is regulated by the City. Existing tenants do not need to income qualify for a below-market rental unit in the case that they are returning, but the next tenant in that below-market rental unit would need to income qualify in the future when the BMR unit turns over. The Rental Incentives Program Bulletin, page 11 includes further information on qualifying income criteria for below-market units (which only apply to new tenants not returning eligible tenants).
