The City of Vancouver has received an application to rezone the subject site from DD (Downtown) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 33-storey mixed-use hotel building with a four-storey podium. The proposal includes:

  • 464 hotel units;
  • Commercial space in the podium levels;
  • A floor space ratio (FSR) of 21.79;
  • A building height of 115.8 m (380 ft.); and
  • 33 vehicle parking spaces and 60 bicycle spaces.

This application is being considered under the Granville Street Interim Rezoning Policy.

    City Council must hold public hearings to consider and decide on rezoning applications (for zoning by-law changes) according to the Vancouver Charter. This applies to the proposal at 1167-1193 Granville St. The change you are referring to applies to the Local Government Act, and not the Vancouver Charter (please see Bill 44 in this regard). As you are aware, three pieces of legislation have been advanced, and on November 30, 2023, received royal ascent:

    • Bill 44 – Housing Needs Report, Zoning and Small-Scale Multi-Unit Housing (SSMUH)
    • Bill 46  – Development Financing (including Amenity Cost Charges and DCLs)
    • Bill 47  – Transit Oriented Areas for Development (TOAs)


    We appreciate the direction of the Province’s proposed legislation as it relates to ongoing work in Vancouver. 

    We are reviewing the details and are awaiting further information from the Province on potential impacts, regulations and policy guidance on implementation. We look forward to working with the Province, applicants, and the public, and will provide updates on next steps in the upcoming months.
