The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 26-storey mixed-use rental building with a two-storey podium, and includes:

  • 208 units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 8.6; and
  • A building height of 81.0 m (265 ft.).

This application is being considered under the Broadway Plan

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Thank you for your question. The proposal is immediately to the north of 1675 West 10th Avenue. The proposed development is for a 26-storey mixed-use rental building with a two-storey podium that includes 208 rental units, and two levels of commercial (ground floor retail and second floor office). There will be 3 levels of underground parking with 119 parking stalls, 5 car share stalls, and 359 bike parking stalls.

    Please see the response below regarding the allowable construction days and times. According to the developer, the total construction duration is anticipated to take approximately 40 weeks.

    Construction on private property must be carried out between 7:30 am and 8 pm on any weekday that is not a holiday, and between 10am to 8pm on any Saturday that is not a holiday. Construction is not permitted on Sundays. The City’s Noise Control By-law limits construction-related noise for private development to these same times.

    Under the Broadway Plan, a proposal under 30 storeys and at 8.5 FSR can be considered for this site. No below-market rental units are required at this density. Two floors of job space (e.g. office, commercial) are also anticipated by the Plan. Please see Broadway Plan policy 9.2.1 for further details.

    Prior to construction, the site is required to meet with and coordinate construction and street use impacts with the City’s Engineering staff. Permits are required to secure street space, and any closures are only permitted after proper traffic management plans are approved. Traffic management plans for construction are reviewed closely by Engineering staff to ensure there are safe vehicular, cycling, and pedestrian provisions during construction to provide access for the local residents and businesses.  

    Any closures of the lane are only permitted if neighbourhood notification is provided in advance. Residents are encouraged to file complaints of prohibited activity or street use with 3-1-1 for staff to investigate.

    Unfortunately, it is not possible to preserve the passageway through the site. As the site is 150’ wide, there is insufficient space along the lane to accommodate a public passageway next to the required loading bays and the underground parking ramp access.  A public passageway is inappropriate for the proposed form of development of podium and tower because the podium covers most of the site which would make a public passageway long, narrow, unwelcoming and potentially unsafe.  Thank you for writing to us – we appreciate your feedback and will include it as part of our engagement summary for the project.

    Thank you very much for your comments and questions. A 25 storey tower on the south side of Broadway will create a shadow on the north Broadway sidewalk throughout the year. However, the proposed tower is narrow, less than 50% of the width of the site, and the shadow moves relatively quickly. Any given spot on the north sidewalk will be out of the shadow within approximately 2 hours.  In the summer months the amount of time in shadow will be less than 2 hours.
