The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 26-storey mixed-use rental building with a two-storey podium, and includes:

  • 208 units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 8.6; and
  • A building height of 81.0 m (265 ft.).

This application is being considered under the Broadway Plan

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Thank you for your question. Staff are currently reviewing the project. Some applicants may choose to submit additional studies, and in certain cases staff may request them. However, for this project, it has been determined that the proposal meets the Broadway Plan’s solar access policies, and no additional shadow studies are required.

    Thank you for your question and feedback. We acknowledge the community’s concerns regarding potential noise impacts and additional traffic resulting from additional residents living at 1668 W Broadway.

    We recognize that the additional residents living in the building will bring change to how the lane is currently used. At the rezoning stage (current stage),  staff will include conditions specifically aimed at improving the lane. This includes lane improvements and installation of speed humps between Pine and Fir.

    As mentioned in one of my earlier answers, if this rezoning application is approved by Council, the applicant will also have to provide a Construction Traffic Management Plan as part of future permitting processes. This will outline the logistics, safety, and traffic routing of the construction operations during the build.  The Construction Traffic Management Plan will be reviewed and approved by the City of Vancouver to ensure that it meets all of the necessary requirementsAt this future stage, I would encourage you and your neighbours to work collaboratively with the City’s Engineering Department and the applicant so the Construction Traffic Management Plan accounts for any important details/challenges.

    Hello Taylor, thank you again for your question. 

    We’d like to note that at this time, no decisions have been made on this project. The rezoning that is being shared with the public is a proposal and has not been considered by Council. If this proposal is approved by Council, the applicant will still have to go through the development permit and building permit stages. The applicant (developer) will be responsible to follow all city policies and processes for their construction project including Noise Control (noisy construction allowed during specific hours) and demolition requirements. 

    If this rezoning application is approved by Council, as part of the future permitting process, the applicant will also have to provide a Construction Traffic Management Plan which will outline the logistics, safety, and traffic routing of the construction operations during the build.  The Construction Traffic Management Plan will be reviewed and approved by the City of Vancouver to ensure that it meets all of the necessary requirementsAt this future stage, I would encourage you and your neighbours to work collaboratively with the City’s Engineering Department and the applicant so the Construction Traffic Management Plan accounts for any important details/challenges.

    The City does not provide concessions for privately lead construction projects like this.

    Hello Taylor, thank you kindly for your follow up question. We certainly recognize that development may pose change in neighbourhoods – particularly when it comes to construction (noise, dust, etc). We’d like to note that at this time, no decisions have been made on this project. The rezoning that is being shared with the public is a proposal and has not been considered by Council. If this proposal is approved by Council, the applicant will still have to go through the development permit and building permit stages. If it gets to the construction phase, they will have to follow city policies and processes to limit impact on the surrounding area.

    Thank you for your question. We do not ask for shadow studies during the summer solstice (June 20-21) – only Spring and Fall equinoxes. The shadow studies on page 9 and 10 of the application booklet show the building does shadow the north side of Broadway during the Spring and Fall equinox.

    Thank you for your question. The proposal is immediately to the north of 1675 West 10th Avenue. The proposed development is for a 26-storey mixed-use rental building with a two-storey podium that includes 208 rental units, and two levels of commercial (ground floor retail and second floor office). There will be 3 levels of underground parking with 119 parking stalls, 5 car share stalls, and 359 bike parking stalls.

    Construction on private property must be carried out between 7:30 am and 8 pm on any weekday that is not a holiday, and between 10am to 8pm on any Saturday that is not a holiday. Construction is not permitted on Sundays. The City’s Noise Control By-law limits construction-related noise for private development to these same times.

    Under the Broadway Plan, a proposal under 30 storeys and at 8.5 FSR can be considered for this site. No below-market rental units are required at this density. Two floors of job space (e.g. office, commercial) are also anticipated by the Plan. Please see Broadway Plan policy 9.2.1 for further details.
