Vancouver Official Development Plan (ODP) Amendment Application (March 31, 2026)
On March 31, 2026 Council adopted the Vancouver Official Development Plan (ODP). This rezoning application proposes to amend the ODP to change the Generalized Land Use (GLU) designation from Mixed-Use High-Rise 1 to Mixed-Use High-Rise 2.
Revised Application (March 2, 2026)
The City of Vancouver has received a revised rezoning application for 1745 West 8th Avenue. The zoning would change from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The application was revised in response to the staff review. Key changes from the original application include:
A 31-storey and 29-storey mixed-use building;
432 strata units;
98 social housing units;
Commercial-retail space;
A 37-space childcare;
A floor space ratio (FSR) of 8.56;
Building heights up to 104 m (342 ft.).
This application is being considered under the Broadway Plan.

The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 28-storey and a 29-storey mixed-use building, and includes:
421 strata units;
107 social housing units;
Live-work space;
An approximate 50-space childcare;
A floor space ratio (FSR) of 8.5; and
Building heights up to 91.4 m (300 ft.).
This rezoning application is being considered under the Broadway Plan
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
