2005-2045 W 49th Ave rezoning application

This application was approved with two yellow memos by Council at Public Hearing on October 17, 2023.


We would like your feedback on a rezoning application at 2005-2045 W 49th Ave. The zoning would change from RS-6 (Residential) District to RR-2C (Residential Rental) District.

The RR-2C District allows for:

  • A 6-storey apartment building where all units are secured as rental;
  • At least 20% of residential floor area secure as below-market rental; and
  • A floor space ratio (FSR) up to 2.70.

The application is being considered under the Secured Rental Policy (Section 2.4 Rezonings in Low-Density Transition Areas).

If approved, this site's zoning will change to RR-2C. Any development on the site would have to conform to these zoning regulations and design guidelines. This approach differs from a site-specific Comprehensive Development (CD) District rezoning. It allows for a simplified rezoning process and provides greater clarity and consistency on the types of new secured rental buildings that may be built in eligible low-density areas.

The specific form of development (building design) will be reviewed through a future Development Permit process. Application drawings will be available for viewing and comment at that time.

On December 14, 2021, Council approved amendments to the Secured Rental Policy (SRP) to allow simplified rezonings in low-density areas near shopping, public transportation and other amenities. This policy is intended to help:

  • Increase housing choice for renter households
  • Streamline processes and clarifying policy requirements
  • Diversify rental housing options
  • Respond to the City’s Climate Emergency
  • Help enhance local shopping areas
  • Improving livability of rental housing

    Hello, Being a tenant in one of the houses that are going to be removed if this project gets approved, I am concerned about the time span in which this change is going to happen. Could you please explain what the expected timeline is for the major milestones? Furthermore, the Secured Rental Policy document posted on this webpage says: "Where tenants will be displaced as a result of redevelopment, a tenant relocation plan will be required". Could you please let us know what the relocation plan for the affected houses will be like? Thank you!

    Thank you for reaching out and apologies for the delay. We are happy to provide you with information about the timeline and milestones. Although the process and timeline of each project varies, they generally follow the steps outlined in the graphic on page 2 of the Vancouver Renter Information for Market Rental Housing guide. This guide provides more in-depth info and a summary of the assistance available to tenants under the provincial Residential Tenancy Act (RTA) and the City of Vancouver’s Tenant Relocation and Protection (TRP) policy.

    Is there going to be parking available for the tenants built into the building ? The street parking around this area is limited as it is and a 6 storey building will make the situation worse.

    My apologies for the delayed response.

    The project will be required to comply with the Vancouver Parking By-law, and on-site parking will be reviewed during the development permit application stage, which is when proposal drawings are submitted.

    What’s the measure to secure the pedestrian’s safety, especially the school students in Magee and Maple Grove? How to build a six story building without blocking the school field’s sunlight? Does the proposal match the ARKS vision?

    Thank you for your comment and my apologies for the delayed response.

    1.    Engineering staff are currently reviewing this application, and if traffic impacts are identified, they may include development conditions for off-site requirements that improve transportation operations and safety for pedestrians, cyclists, and motorists adjacent the site (e.g. traffic lights, crosswalks).

    2.    In order to help limit shadowing impacts, the RR-2C regulations and associated guidelines control the maximum building depth and require a stepback of the 6th floor. Further to that, on corner sites, buildings are required to provide an increased yard setback along the flanking street (Maple St.) equivalent to a front yard. These measures will mitigate shadowing on the school field before 4pm.  Staff analyzed the shadowing that would result from apartment buildings up to 6 storeys as part of the preparation of the RR zones (studies can be found in Appendix I of the Council report). Site-specific shadowing impacts for this proposal will be reviewed at the development permit stage when detailed drawings are submitted, and staff will assess them against the Council-approved RR-2C regulations and design guidelines.

    3.    The Arbutus Ridge/Kerrisdale/Shaughnessy Community Vision (ARKS Vision) was approved in 2005, and while it does not enable rezoning for market rental housing, this site is eligible for consideration under the Secured Rental Policy (SRP), which was approved in 2012 and updated in 2022. The SRP enables rezonings in low density areas city-wide, including some that are also covered by other policies such as the community visions. This proposal is also consistent with the Vancouver Plan, which contains a land use strategy and new policy directions that will in general supersede the community visions as they are implemented, including through the SRP.
