The City of Vancouver has received an application to rezone the subject site from RM-4 (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 20-storey mixed-use rental building and includes:

  • 176 units with 20% of the floor area for below-market units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 6.8; and
  • A building height of 65.1 m (214 ft.) with additional height for rooftop amenity space.

    Thank you for your question. The proposed development is required to comply with the Parking By-law with respect to off-street vehicle parking spaces and is well-sited to encourage reduced vehicle trip and parking demand. It is in close proximity to the frequent transit network(External link) (W 4th Ave, Cornwall Ave), cycling infrastructure on the existing bikeway along York Ave, as well as the future sky train station at Arbutus & Broadway. A Transportation Demand Management Plan will be required, which helps to further reduce development demand for vehicle trips and parking.

    Thank you for your question. As part of the rezoning process, Engineering staff include a review of the application with respect to transportation impacts and, if identified, may include development conditions for off-site requirements to improve transportation operations and safety for pedestrians, cyclists, and motorists adjacent to the site.

    Thank you for your question. The City's Solar Access Guidelines for Areas Outside of Downtown were developed in collaboration with the Vancouver Board of Parks and Recreation taking into consideration park usage and seasonal weather patterns. Parks are most heavily used in the late Spring through the early Fall when there are the most consistent extended periods of sunshine, and the Council has determined to minimize shadows during these times through the Guidelines.

    Thank you for your question, which has been asked before. Here is a copy of what we posted:

    Thank you for your question. Staff are in regular contact with the Vancouver School Board (VSB) to align City planning directions with VSB school capacity and long-range facilities planning. The preparation of the Broadway Plan has included engagement with the VSB to understand future school aged population and school capacity requirements over the 30-year horizon of the Plan.

    However, it is the provincial government that is responsible for delivering schools, so school funding is not included in the Public Benefits Strategy for the Broadway Plan. However, the City plays an important role in liaising with the VSB on the provision of schools, ensuring that they are aware of, and planning for, the additional needs that will be generated as a result of population and job growth.

    It is anticipated that growth in the area would result in new elementary and secondary school students. Some of that growth will be able to be accommodated through expansions to existing schools, and the VSB has already made funding requests to expand Cavell, Hudson, and False Creek elementary schools, as well as a new school in Olympic Village. Eventually, it is anticipated that an additional elementary school will be required. The City will continue to work with VSB to investigate and action opportunities for a new school site in or near the Broadway Plan area, but it will be funded through provincial funding mechanisms. The prioritization and timing of funding approval for school expansion and upgrades is at the discretion of the Ministry of Education. Through plan implementation the City continues to work with the Vancouver School Board to help inform capital requests to the Ministry of Education. 

    VSB has forecasts on school capacity utilization in their Long Range Facilities Plan(External link) which shows that enrollment in schools is declining. The downward enrollment(External link) trend is predicted to continue for the school district overall, but will vary significantly in different catchment areas. Overall, capacity is expected to be available over the long term. The site is located within the catchment area of Henry Hudson Elementary and Kitsilano Secondary.

    • According to the Vancouver School Board (VSB)’s 2020 Long Range Facilities Plan(External link)Henry Hudson Elementary is currently operating at 100% capacity and by 2031 is forecasted to be operating at 72% capacity
    • Kitsilano Secondary is operating at 103% with an expected capacity of 96% by 2031.
       

    The VSB report notes that overall enrolment trends for the wider area are changing. The VSB continues to explore options to reduce pressure on schools in this area, monitor development, and work with City staff to help plan for future growth.

    Thank you for your question and your interest in this project. Each development project in the area will progress through the different development stages in varying timelines. When a project reaches the Building Permit and construction stage, a Traffic Management Plan is required from the applicant and will be reviewed by staff in detail and in conjunction to concurring projects to minimize local traffic impacts.

    Thank you for your question. As part of the rezoning process, Engineering staff include a review of the application, which is currently in progress. If the garbage room / amenities are designed below-grade, the applicant is required written confirmation from a waste hauler that access and pick up from the location can be made without reliance of the lane (public realm) for extended bin storage. If this cannot be confirmed, then an on-site garbage bin staging area is to be provided adjacent the lane.

    We also forwarded the question to the applicant, and here is their response:

    We will coordinate with the waste disposal company to ensure a feasible solution for pick-up.  Any necessary staging will be away from the public realm.
