The City of Vancouver has received an application to rezone the subject site from CD-1 (846) District to a new CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 31-storey mixed-use residential building and a 6-storey mixed-use residential building, that includes:

  • 339 rental units;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 7.5; and
  • A building height of 97 m (318 ft.).

This application is being considered under the Rupert and Renfrew Station Area Plan.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Thank you for your question,

    You can find the shadowing impact of the proposal displayed on page 24 of the Rezoning Application Package. City Staff are currently reviewing the proposal in regards to its shadowing impact. Staff will condition a project and ask applicants to not shadow public parks, public schools, or villages high streets if they cast a shadow between the spring and fall equinoxes from 10:00 am to 4:00 pm. This is in alignment with the Solar Access Guidelines for Areas Outside of Downtown. Notably, East 8th Avenue is not identified as a village high street under Vancouver Plan. Other streets within the Rupert and Renfrew Plan area are considered village high streets. You can find which streets have a consideration for solar access within the Solar Access Reference Map, which can be found on page 31 of the Rupert and Renfrew Station Area Plan.

    The applicant is proposing a total of 181 parking spaces to cover the residential, commercial, and visitor parking for the site. You can find the parking statistics within the tables found on page 4 of the Rezoning Application Booklet

    Notably, the site is within 400 metres from the Renfrew Skytrain Station, as well as is in close proximity to the bus services along East Broadway and Renfrew Street. This proximity to public transit is anticipated to reduce the number of automobile trips.

    The original rezoning application was approved in 2022 under the Moderate Income Rental Housing Pilot Program (MIRHPP), which secured 20% of the residential floor area as moderate income units. 

    In 2025, the Rupert and Renfrew Station Area Plan was approved by Council and came into effect for the area. The Rupert and Renfrew Station Area Plan allows for a variety of development options based on the housing tenure being proposed. This site is located in the Rapid Transit Area A of the Area Plan; as such, applicants are able to propose 100% market rental housing up to 31 storeys at 7.5 FSR. Please see Table 2.4 of the Area Plan for the various options based on the housing tenure and their associated eligible heights and densities. 

    The original rezoning application for moderate income rental units is still in place for the site; however, if the new rezoning application is approved it would take precedence over the previous rezoning submission. The delivery of the 20% moderate income units would then no longer apply.

    Thank you for your question, 

    This rezoning proposal will be required to meet the City’s Parking By-law. It’s an applicant’s discretion on how much parking they wish to construction on a site. 

    The site is within 400 metres from the Renfrew Skytrain Station, as well as bus service along East Broadway and Renfrew Street. It’s anticipated that due to the site’s proximity to SkyTrain and bus service, that this will reduce the number of automobile trips. In addition, this site is in proximity to the Central Valley Greenway, which is a prominent cycle and pedestrian route. 

    Notably, City Staff monitor on-street parking demands. If there are concerns, revised parking restrictions can be explored. This includes applying residential permit parking or time-limited parking restrictions to a neighbourhood area. Residents may request a review of their street parking regulations online or by contacting 311.
