2516 Commercial Dr and 1704 E Broadway rezoning application

The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 31-storey mixed-use rental building with a four-storey podium, and includes:
- 207 units;
- Commercial space on the ground floor;
- Two storeys of community space on the 3rd and 4th floors, proposed as a long-term lease to the City;
- A floor space ratio (FSR) of 14.75; and
- A building height of 124.3 m (408 ft.) with additional height for rooftop amenity space.
This application is being considered under the Transit-Oriented Areas Rezoning Policy Plan and Grandview-Woodland Community Plan. It requests consideration of density and height in excess of the existing policy.
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

The city works with all of its partners in understanding transit expansion opportunities with considerations in development capacities, adjacent context and overall viability. Ultimately, station upgrades are initiated and facilitated by TransLink. The application was circulated to TransLink for their review and consideration. Additionally, for development near or adjacent new or planned transit infrastructure, applicants are advised to contact Translink to coordinate requirements with regard to Limits of Approach and construction activities adjacent TransLink infrastructure at http://www.translink.ca/en/About-Us/Doing-Business-with-TransLink/Real-Estate/Adjacent-and-Integrated-Developments.aspx.

waterlily asked 4 months agoReferences to engagement in early 2024 reflected staff’s initial exploration of possible approaches to consulting on potential updates to the public views. As the work progressed, staff determined at the departmental level that the scope of the proposed changes, together with the extensive engagement undertaken during the 2010 view cone review, provided sufficient direction to proceed without a separate engagement process. The amendments were therefore brought forward through a Council-directed policy report, which was publicly posted and open for public comment through the standard Council meeting process.

Each rezoning application submission, received in full with associated fees, made to the City triggers a new and unique review process. No recommendations have been made regarding this application, and the review process is ongoing. The rezoning process includes public notification, feedback, and a full staff review. The review is summarized in a report for City Council that describes the application, summarizes all the feedback, and recommends to refer the application to a public hearing and whether to approve or refuse the application. City Council ultimately decides on rezoning applications.

Help asked 4 months ago- TransLink is the region's primary operator of transit services. While the City does not have the authority to implement additional capacity, new routes, or stations, the City works with TransLink to support infrastructure requirements and amenities for transit (stops, shelters, etc.), advocate for increasing services, and work to improve transit priority. In this case, the Broadway Subway Project (an extension of the Millenium Line) is under construction and is scheduled to open by 2027.
