The City of Vancouver has received an application to amend CD-1 (25) (Comprehensive Development) District. The amendment is for a six-storey mixed-use building and includes:

  • A change in use from residential rental to hotel, including 40 hotel units;
  • An increase in floor space ratio (FSR) from 2.75 to 3.7; and
  • An increase in height from five-storeys to six-storeys.

The proposed commercial space is to remain on ground floor as previously proposed.

This application is being considered under the Hotel Development Policy.

    If approved by Council, in future operational stages of the proposed hotel, noise complaints would be regulated by the City’s Noise Control By-law. More information on noise can be found here. Similarly, the City has a program to review and implement traffic calming measures at the neighbourhood level. If residents are concerned about speeding, safety or short-cutting on local streets in their neighbourhood, they can reach out to staff by contacting 311 or emailing trafficcalming@vancouver.ca.

    Staff must process applications that have been submitted in the context of applicable Council-approved policies and by-laws. The application is being reviewed against the City’s Hotel Development Policy and the draft Villages Plan which identify this location as appropriate for consideration of hotel use.

    With regards to the notification process, the City uses a specialized system with Canada Post to send postcards to a standard 2-block notification radius. The Q&A period was extended beyond the standard 2-week timeline and staff have been working to review, coordinate and prepare responses. Members of the public can continue to submit comments through the "Send Your Comments" tab on Shape Your City.

At first glance this “Ask a question” tab does not seem very public at all, unless I am the first or only person submitting a question. The requested change for a hotel on this property is a 180 degree shift from the original proposed plan for a 22 unit rental unit. A hotel operates 24 hours a day, and with a hotel comes an increase in traffic, a constant turnover of guests, noise, parking pressure (which is already at maximum capacity on 18th Ave), and additional late night activity in what is a quiet residential area.. Has the City properly vetted this proposal, and or visited our neighbourhood to better understand how a hotel will alter the character and livability in our neighbourhood? Other questions: What is the timeline for the City to make a decision on this rezoning proposal? Will there be a public forum for residents to discuss this proposal further? Will City Councilors make themselves available to meet with local residents regarding this proposal? The council meeting in 2025 at City Hall for the original 22 unit rental proposal, was not encouraging at all. A hotel operates 24 hours a day, and with a hotel comes an increase in traffic, a constant turnover of guests, noise, parking pressure (which is already at maximum capacity on 18th Ave), and additional late night activity in what is a quiet residential area..     Staff are required to review all applications which are submitted, even those which may not comply with City plans, policy and/or by-laws. As part of the review process, staff seek input from the public on the application. After the Q&A period is closed, staff will synthesize and analyze the feedback provided.  A summary of which will be included in a planning report which proceeds to Council.

    Staff aim to process rezoning applications 12 to 15 months from the submission date, but this timeline can vary depending on issues which may arise, the volume of applications, and in this particular year, factors such as the upcoming municipal election. The public will be notified when a meeting date is scheduled for the application to be considered by Council, and can continue to provide input up until that time.
