    Thank you for your question. The floor area that was originally intended for a City‑owned childcare facility will be converted to commercial space, which would allow for the possibility of a privately operated childcare. The applicant has indicated their intention to design the unit to be suitable for a childcare operator, including providing an outdoor play area, and to actively seek a childcare operator as a tenant. However, while the applicant may market the space to childcare providers and explore opportunities to secure a tenant for that purpose, the City will not require that the unit be leased exclusively to childcare operators. If the property owner is ultimately unable to secure a childcare provider, the space may be leased to any other commercial use permitted under the applicable zoning and regulations. This approach is consistent with how most private childcare facilities operate in Vancouver, as they are typically located within commercially zoned spaces.

    The applicant’s rationale for the proposed conversion is tied to project funding requirements. To ensure financial viability, the applicant is seeking federal construction funding. Eligibility for this program requires a larger portion of the residential floor area to be dedicated to below-market housing. To accommodate this increase in below-market housing, the applicant proposes converting the previously approved turnkey public childcare to privately owned, thereby freeing up resources to support the expanded affordability component.

    The applicant received approval from City Council in early 2024 to rezone for a 30- and 33-storey development at this site – Linked here: https://www.shapeyourcity.ca/3362-3384-vanness-ave-and-3347-clive-ave. The changes requested in this text amendment are limited to the following:

    • Increasing the proportion of below‑market rental housing from 10% to 20% of the residential floor area; and
    • Converting the previously secured City‑owned childcare facility to private ownership.

    These changes are not expected to influence traffic conditions in the vicinity of the SkyTrain station.

    More generally, for rezoning applications that may generate traffic impacts, the Engineering staff include a review of the application with respect to transportation impacts and, if identified, may include development conditions for off-site requirements to improve transportation operations and safety for pedestrians, cyclists, and motorists adjacent to the site.
