This application was approved by Council at Public Hearing on January 19, 2023

We would like your feedback on a rezoning application at 3575-3655 Kaslo St, 3580-3644 Slocan St and 2755 E 21st Ave. The proposal is to allow for the development of a three-storey B.C. Children’s Hospital complex care transition facility to support children and youth. The zoning would change from RS-1 (Residential) District to CD-1 (Comprehensive Development) District. This proposal includes:

  • A floor space ratio (FSR) of 0.52
  • A single-storey 74-space childcare facility
  • New floor area of 10,578.5 sq. m (113,866 sq. ft.)
  • Building heights of 19.2 m (63 ft.) for the complex care facility and 4.2 m (14 ft.) for the childcare facility
  • The existing Hartman Building, Annex Building and the Children’s Hearing and Speech Centre of BC are not proposed to change as part of this application

The application is being considered under the Renfrew-Collingwood Community Vision.

    Will there be any commercial spaces such as a coffee shop on site for families or the public to access during the day?

    As part of the on-site programming, there is a cafeteria proposed which will sell food and beverages to patients, families, staff and visitors of the centre during daytime hours.

    Will the new building as seen from 21st Ave be taller in height than the existing structure? If so, by how many metres?

    The existing building at the southwest corner of the subject site – the  former “Sunny Hill Hospital for Children” - was a one-storey building. This rezoning application for a new complex care facility at that location is proposed to be three-storeys in height (19.2 m)

    Underground parking is proposed at the new centre for patients, families, staff, and visitors. Approximately 130-140 vehicle parking spaces will be provided.

    At 11 seconds into the video one can see a white structure north of the trees. What is this structure and what is it for? Will the existing trees remain?

    Thank you for your question. The one-storey structure on the northern edge of the site is the proposed new 74-space daycare facility.     An arborist report was submitted as part of the application and through the rezoning application process staff will be reviewing the proposal to retain as many healthy existing trees as possible.

    Is this going to part of Children's Hospital? If approved, how long will construction take? Also, I didn't see a place for families and visitors to park in the video, is it underground parking or will they be parking around the area?

    Thank you for your questions.

    Yes, the proposed centre for children and youth living with health complexity is an initiative of B.C. Children’s Hospital and the Provincial Health Services Authority, in partnership with the Ministry of Health and the B.C. Children’s Foundation.

    If Council approves this rezoning application at a Public Hearing it will then proceed through the development permit process and following that, the building permit process to construction. With regards to timeline, the rezoning process takes approximately one year, development permits are dependent on the applicant but can be around four months and then the building permit timeline to construction is variable.

    There will be underground parking at the new centre for patients, families, staff, and visitors. Approximately 130-140 vehicle parking spaces will be provided.
