The City of Vancouver has received an application to amend the Community Amenity Contribution (CAC) of an approved CD-1 rezoning application. The subject property, now rezoned to CD-1 (915) (enacted on January 20, 2026), allows for the development of two 19-storey mixed-use towers containing secured market rental residential, office space, and commercial retail uses. An amendment of CD-1 (915) was also approved in principle on February 19, 2026, which includes changes to allow for the phased delivery of the project.
As part of the original rezoning application, the applicant offered to deliver a 6,500 sq. ft turn-key Cultural Amenity Space as in-kind Community Amenity Contribution at occupancy. The application proposes to:
Defer the delivery of a 6,500 sq. ft turn-key Cultural Amenity Space from Phase 1 to Phase 2 of the project; or
Replace this in-kind CAC contribution with cash CAC.
The proposed changes would not result in significant impacts to the approved external form of development, height, or density. The previously approved application is linked here: https://www.shapeyourcity.ca/456-prior-st
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
