4906-4958 Main St rezoning application
This application was approved by Council at Public Hearing on July 9, 2024
We would like your feedback on a rezoning application at 4906-4958 Main St. The proposal is to allow for the development of a 6-storey mixed-use building. The zoning would change from RT-2 (Residential) District to CD-1 (Comprehensive Development) District. This proposal includes:
- 72 secured market rental units;
- Commercial retail space at grade;
- A floor space ratio (FSR) of 3.2;
- A floor area of 5,503.46 sq. m (59,240 sq. ft.);
- A building height of 21.5 m (70.5 ft.); and
- 75 vehicle parking spaces and 147 bicycle parking spaces.
The application is being considered under the Affordable Housing Choices Interim Rezoning Policy.

Share Since there will be major construction in that intersection, along with the rezoning process of construction, are we able to get left-turn signal lights installed for the entire intersection of Main St and 33rd Ave to alleviate congestion? Currently there is a lot of rat racing throughout the surrounding streets in the neighbourhood. Harry21 asked almost 2 years agoEngineering staff are currently reviewing the rezoning application with respect to transportation impacts and, if identified, may require off-site improvements to transportation operations and safety for pedestrians, cyclists, and motorists adjacent to the site. East-bound and west-bound left turn bays on 33rd Avenue at Main Street are projected to be installed in 2024. Relocation of bus stops are coordinated with TransLink as part of planned improvements to intersections related to new development.

A citizen asked about 2 years agoThe applicant is permitted the proposed unit mix, including studio and one-bedroom units, because it meets the Family Room: Housing Mix Policy for Rezoning Projects adopted by Council in 2016. Under this policy, market rental projects are required to deliver a minimum of 35% family units in a mix of two-bedroom and three-bedroom units. The rents will be at market rates set by the owner.

215 asked almost 2 years agoThe development will be required to provide off-street parking as per requirements of the Parking By-law. The parking analysis submitted by the applicant can be viewed on page A0.04 of the application package. Staff are reviewing the rezoning submission at this time.

Brock_Parent asked almost 2 years agoSimilar buildings with rental housing can be anticipated along Main Street and 33rd Avenue. On these “arterial roads”, mixed-use buildings up six storeys may be considered if 20% of the residential floor area is secured as below-market rental units. Council approved this policy direction with amendments made to the Secured Rental Policy in December 2021. Please see ‘Section 2.4 Rezonings in Low-Density Transition Areas’ and the ‘Appendix A Eligibility Map’ for more information about the policy. Demand for commercial space is dependent on conditions that may be outside of City regulation. The Secured Rental Policy provides for a range of rental zones that may or may not include a commercial component. Please see the summary on page 4 of this rezoning guide for permitted zones.
