The City of Vancouver has received an application to rezone the subject site from RM-3A (Residential) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a five-storey residential building and includes:

  • 24 rental residential units;
  • 31 strata residential units;
  • A floor space ratio (FSR) of 2.32; and
  • A building height of 17.3 m (57 ft.).

This application is being considered under the Little Mountain Adjacent Area Rezoning Policy.

The City’s Tenant Relocation and Protection Policy applies to this site. This policy provides assistance and protections to eligible renters impacted by redevelopment activity. To learn more visit: vancouver.ca/protecting-tenants.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

    Thank you for your question. Regarding the square footage of the existing units, the applicant has provided us with the unit sizes which range from 575 square feet for 1-bedroom units, and 640-705 square feet for 2-bedroom units. The proposed unit sizes for 1-bedrooms are between 445-594 square feet, 585-667 square feet for two bedrooms, and 869 square feet for 3-bedrooms. Please note thought that the requirement to rehouse people is not based on floor area but rather number of bedrooms and household composition.

    Thank you for your question! Unfortunately, tenants' rental rates are considered to be personal information, and under the Personal Information and Privacy Act (PIPA), we are unable to disclose that information. Regarding the proposed rental prices, under the City's Tenant Relocation and Protection Policy, any existing tenants who wish to return must be offered a unit appropriate to their household size at a rate that is 20% below starting rents for the rental units in the building. Actual market rents will be determined by the applicant at the time of occupancy. For reference, the 2024 CMHC Fall Rental Market Survey reports that on the east side of Vancouver, average market rents for newer building (built since 2015) are as follows: $1879 for a studio, $2,194 for a one-bed, $2,880 for a two-bed, and $3,815 for a three bed. If the proposed building were at occupancy today, using these numbers, a tenant returning to the building for a 2-bedroom unit would be offered the unit at $2,304, or 20% off the posted rental rate; however, please note that the actual market rents set may be higher or lower than the average market rents reported for that year. Additionally, tenants who are identified as low-income (or experience other significant barriers to housing as defined by the TRPP) must be offered additional supports, including assistance in securing a housing option that is affordable to the tenant (i.e. at a rent of 30% or less of housing income). The rents for returning tenants would ultimately be verified by City Staff before an occupancy permit is issued.
