5635-5655 Cambie St and 511 W 41st Ave rezoning application
The City of Vancouver has received an application to rezone the subject site from C-1 (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 31-storey mixed-use residential building with a five-storey podium and includes:
- 176 strata residential units;
- Commercial space on the ground floor;
- Office space in the podium;
- A childcare facility;
- A floor space ratio (FSR) of 8.93; and
- A building height of 92.9 m (305 ft.) with additional height for rooftop amenity space.
This application is being considered under the Cambie Corridor Plan.
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.

Share Good Evening, I strongly support increasing the density at this site and the provision of new homes and the child care spaces that are being provided by this development. However, I am also very concerned that a key public benefit is missing in this development which if not corrected will impact transit riders in the city for decades. There is no additional entrance to the Oakridge/41st Canada Line Station included in the proposal. According to Cambie Corridor Plan 8.4.6, implementation of the plan will explore adding additional entrances to existing stations through redevelopment. How has the city explored adding an additional entrance at this location? Has the developer been offered additional density for the provision of such a station entrance? What engagement has the city had with Translink to support the provision of an additional entrance at this location? Additionally the context map published in the application document does not include the bus stops located on the north side of 41st directly in front of this development. Can this be corrected? The City has conducted a comprehensive review of the 5655 Cambie Street application drawing sets, the existing Canada Line station infrastructure drawings, and adjacent developments, with the goal of identifying feasible connection points. With respect to 5655 Cambie Street, due to the orientation and distance from the existing Oakridge-41st Station, it is not feasible to establish a direct underground pedestrian connection to the existing Canada Line platform. All proposed design schematics either conflict with underground utilities or require extensive road excavation.
Unfortunately, an additional entrance at the Oakridge-41st SkyTrain station was not provided for during the planning of the Canada Line prior to 2010. Now that the Canada Line is complete, the City reviews new development proposals on a case-by-case basis and would only engage with TransLink if, from a transportation perspective, additional infrastructure was deemed feasible and desired as part of that development project. Since an additional entrance is not feasible at this location, the City did not engage with TransLink on this matter. However, alternative measures to enhance the pedestrian experience are being explored throughout the application process.
Bus stop locations may be temporarily affected or moved during construction, depending on the need for street use during that time. This will be reviewed later in the development process as a part of the Building Permit application.

Razor asked 3 months agoThank you for your question. Rezoning applications take approximately 15 months to process. Should the application be approved by Council, the time to complete the next steps will be dependent on the developer’s discretion. Engineering staff will perform a review of construction and street use impacts as part of the rezoning process. Construction impacts on city streets are tracked on the City of Vancouver's website (https://vancouver.ca/streets-transportation/roadwork.aspx).
