The City of Vancouver has received an application to rezone the subject site from C-3A (Commercial) District to CD-1 (Comprehensive Development) District. The proposal is to allow for the development of a 16-storey hotel with a five-storey podium and includes:

  • 152 hotel rooms;
  • Commercial space on the ground floor;
  • A floor space ratio (FSR) of 8.14; and
  • A building height of 51 m (167 ft.).

This application is being considered under the Broadway Plan.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.



Future Council Decision: Tuesday, May 5, 2026, at 9:30 am

In accordance with the Vancouver Charter, a Public Hearing is not required if a proposed zoning by-law is consistent with the Vancouver Official Development Plan. If the proposed zoning by-law is consistent with the Vancouver Official Development Plan, is for the sole purpose, in part or in whole, a residential development, and contains a majority residential use, a Public Hearing is prohibited.

These Council meetings are to be convened by electronic means, with in-person attendance also available. You may participate by submitting written comments that will be distributed to the Mayor and Councillors. There will be no opportunity to speak at the Council meeting.

    Thank you for your question regarding hotel demand and the number of existing and proposed hotels in the area. The Hotel Development Policy (HDP), approved by Council in April of this year, seeks to add 10,000 hotel rooms city-wide between August 2022 and August 2050. This room target was arrived at through analysis commissioned by Destination Vancouver (DV) in 2022. Vancouver's hotel room supply has been declining from 2002 levels, while tourism demand has increased steadily, now exceeding pre-pandemic levels. The DV study noted the city would forego over $16 billion in potential economic activity and more than 168,000 full-time equivalent jobs if no new hotels were added to meet the demand over the next several years. 

    Traffic impacts and improvements to address the safety of all road users will be reviewed as a component of the rezoning process. Should the application reach the development permit stage, the applicant will be required to submit a Transportation Demand Management plan to explore strategies to further reduce impacts to traffic and parking demand.
