This application was approved by Council at Public Hearing on February 26, 2026.

The City of Vancouver has received an application to amend the CD-1 (843) (Comprehensive Development) District to permit a change of use for the development of two buildings (15 and 11 storeys) connected by a two-storey podium. The proposal includes:

  • Changing the proposed use of the 11-storey (west) tower from hotel to residential to permit 105 secured rental units, including 20% of units (approximately 21) at below-market rates for a minimum of 10 years
  • Keeping the 15-storey (east) tower as hotel use with 279 hotel rooms

The overall maximum height of 51 m (167 ft), FSR of 8.96, and commercial space on the ground floor permitted in CD-1 (843) are not proposed to be changed.

This application is being considered under the Broadway Plan.

Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
