900-990 W 12th Ave rezoning application

The City of Vancouver has received an application to rezone the site from CD-1 (295) (Comprehensive Development) District and RM-3 (Residential) District to CD-1 (Comprehensive Development) District to allow for phased expansion of the Vancouver General Hospital (VGH) campus and development of two mixed-use buildings with institutional space and ground floor commercial. The proposal includes:
- A 26-storey west building with 280 new seniors long-term care beds, clinical and diagnostic space, clinical support functions, and physician offices;
- A 28-storey east building in a future phase, with clinical space, medical offices, childcare, and public open space;
- Total floor space ratio (FSR) of 14.15; and
- West building height of 100.3 m (329 ft.) and east building height of 107.6 m (353 ft.).
This application is being considered under the Broadway Plan with an amendment to the Rental Housing Stock Official Development Plan.
The City’s Tenant Relocation and Protection Policy applies to this site. This policy provides assistance and protections to eligible renters impacted by redevelopment activity. To learn more visit: vancouver.ca/protecting-tenants.
Application drawings and statistics are posted as-submitted to the City. Following staff review, the final project statistics are documented within the referral report.
Public Hearing: Thursday, January 15, 2026 at 6:00 pm
These Public Hearings are to be convened by electronic means, with in-person attendance also available. You may participate in the Public Hearing either by speaking by phone or in person, or by submitting written comments that will be distributed to the Mayor and Councillors.

Requests to speak open at 8:30 am on Friday, January 2, 2026. You may also register in person at City Hall between 5:30 and 6:00 pm on the day of the Public Hearing. All spoken and written comments will be publicly accessible on the City of Vancouver’s website with your full name attached.
Copies of the draft by-laws will be made available for in-person viewing from 8:30 am to 5:00 pm on weekdays at the City Clerk’s Office on the 3rd Floor of City Hall from Friday, January 2, 2026, and for viewing on the meeting agenda page on the same Friday starting at 1:00 pm. Minutes of the Public Hearing will also be available at this location approximately two business days after the meeting.
The opportunity to ask questions through the Q&A is available from April 11 to April 24, 2025.
