What’s happening?

We’re working to implement quick-build traffic calming measures in the Killarney neighbourhood through the Neighbourhood Traffic Management Program. The project area is bounded by Boundary Road, E 49th Avenue, Kerr/Rupert Street and Kingsway. The focus of this project is on local streets, the boundary streets as well as E 41st Avenue and Joyce Street are out of scope.

We are engaging with community to help assess, design and implement quick-build traffic calming measures.

Traffic calming refers to physical changes on a street to slow traffic down, reduce shortcutting and improve safety for all road users.

Our Phase 1 engagement period was from February 19 to March 28, 2025. You can read our engagement summary (PDF, 5.9 MB) to learn about what we heard from the community in Phase 1.

Our Phase 2 engagement period was from November 20 to December 17, 2025. An engagement summary will be shared in early 2026.

Next Steps

In November and December 2025, we engaged the community to help refine the proposed traffic calming plan. Thank you to everyone who gave feedback through the survey, email and in person events.

In early 2026 we will analyze community feedback, refine the plan and share our engagement summary. We will also share how feedback influenced the traffic calming plan.

Later in 2026 we will begin implementing the measures. Once installed, we will monitor the traffic calming measures and see if adjustments are needed.

In early 2025, we launched the Killarney Traffic Calming project to slow traffic, reduce vehicle volumes and improve safety on neighbourhood streets.

Traffic calming means making physical changes to local streets. Some changes, like speed humps, slow down cars on one street without affecting other streets. Other changes, like road closures or diverters, reduce how many cars drive through an area but need to be planned carefully as a system.

Based on traffic data, Phase 1 community feedback, and safety planning, we are suggesting new ways to reduce the number of cars and how fast they go in the neighbourhood. These changes should help lower traffic, noise, and congestion, while making walking and cycling safer and more enjoyable. Many of these changes work together to solve different traffic and safety problems.

    1. E 45th Avenue
    2. Tyne Street
    3. Other neighbourhood streets
    4. The plan as a whole

The survey should take approximately 10 minutes to complete. The survey will close on December 17 2025.
