Adopted by City Council on March 31, 2026, the Vancouver Official Development Plan (ODP) is a policy document adopted by by-law to guide how the city grows and changes over the next 30 years and beyond.

The Vancouver ODP outlines land use policy for the whole city, mapping out space for housing, jobs, parks and schools as the city grows. It builds on and replaces the Vancouver Plan, which was created after years of engagement with residents, equity-denied groups, businesses and community organizations. The ODP includes all the content from Vancouver Plan, adding necessary information to meet Provincial legislation, updates to reflect Council direction and minor updates to improve clarity.

Next steps

The next ODP update is required by June 2030. Sign-up for project updates and future engagement opportunities.

    The City is currently working to turn the Vancouver Plan (2022) into the Vancouver Official Development Plan (ODP). The ODP is a city-wide policy document that will be adopted by by-law to guide how the city grows and changes over the next 30 years and beyond. It outlines land use policy for the whole city, mapping out space for housing, jobs, parks and schools.

    Between now and Wednesday, October 29, 2025 you can learn more about the draft Vancouver ODP, attend an event and provide your feedback. Feedback collected through this engagement will be used to inform the final version of the Vancouver ODP presented to Council in 2026. 

    This comment form will take between 10-15 minutes to complete, depending on the number of questions you respond to. The survey closes at midnight on Wednesday, October 29, 2025.
