Plan Implementation – Post-Council Update (July 2026)

Council held a public hearing on July 14, 2026 to make a decision on City-initiated rezoning in a number of areas across the city as part of the Villages planning program. The accompanying staff report also included proposed changes to approximately 145 parcels located in the Rupert and Renfrew Plan area – aimed at delivering more shops, services and housing opportunities.

Ultimately, Council decided not to approve the Villages Plan, which means that recommendations for city-initiated rezoning in the Rupert and Renfrew Plan area did not proceed. City staff have been tasked with exploring other ways to enable the proposed changes as part of the Rupert and Renfrew Station Area Plan implementation work. We anticipate providing an updated recommendation to Council in early 2027. For more information on the properties in question, see the map and details contained in our earlier post here.
