With your help, we’re reimagining the area around the Rupert and Renfrew SkyTrain stations as we plan for future growth and look for opportunities to:

  • advance reconciliation
  • add more housing choices
  • enhance Still Creek
  • support job growth
  • make it easier to walk, cycle, or roll through the area.

Updates

From June to July 2024, City staff engaged the public and targeted stakeholders on the Draft Rupert and Renfrew Station Area Plan. The Draft Plan focuses on land use changes around the Station Areas at Rupert and Renfrew Skytrain stations and in two neighbourhood Villages (Renfrew St and 1st Ave, and 22nd Avenue between Rupert St. And Renfrew St.), while preserving the Employment Lands and protecting Still Creek.

Next steps

We would like to thank everyone who has been part of the planning process so far by attending an event and/or shared your thoughts through our Community Survey. Feedback from this phase of engagement will be summarized and combined with further technical and economic analysis to refine the final Rupert and Renfrew Station Area Plan.

    xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), səlilwətaɬ (Tsleil-Waututh) (MST), in partnership with Aquilini Development, seek to rezone the site at 3200 East Broadway, 3270 East Broadway and 2625 Rupert Street (referred to as “3200 East Broadway”) from I-2 to CD-1. This will permit a mixed-use development that offers a diverse range of housing, employment and amenity options. It will also provide a unique opportunity to revive a strong MST economy and culture on the land.

    While a key policy of the Rupert and Renfrew Station Area Plan is to preserve and enhance job-related opportunities in the Employment Lands, the City will support housing on this site in order to advance its reconciliation objectives.

    The City of Vancouver is hosting a consultation process to get early feedback on this “Unique Site” in the Renfrew-Collingwood neighbourhood, concurrent with the planning process for the Rupert and Renfrew Station Area Plan. Unique Sites are subject to an enhanced enquiry rezoning process to provide an opportunity for feedback on proposals at an early stage due to the large scale and complexity of the site.


    Engagement Opportunities:

    These options provide different methods to engage but will provide the same opportunities for feedback and proposal review. City staff are seeking your input, and an online survey and Q&A are available for your feedback. The survey results will help shape the future rezoning application for this site.

    We want to thank the over 1,100 people to who attended our Launch Event and one of the three Open Houses to learn about the Draft Rupert and Renfrew Station Area Plan!

    There is still the opportunity to share your thoughts on the Draft Plan by completing the Community Survey, which will be open until July 31, 2024.

    We also want to take a moment to remind the community that this is a Draft Plan, which means it is subject to change. There are still a number of technical and environmental analysis required to develop a Final Plan and these findings may result in:

    • Changes to the land use map and to heights proposed specifically in the Station Areas;
    • Changes to proposed height increases for sites with below market rental housing and childcare, and sites within areas of high groundwater;
    • Additional conditions or requirements that must be met in order for development to occur.

    The environmental conditions in this area are particularly complex and we want to make sure the community understands the Draft Plan does not create certainty or development entitlements.

    The feedback and input received during this engagement period may also lead to additional changes or clarifications for the Final Plan, so please consider sharing your input via the Community Survey if you have not yet completed it.

    Join the City of Vancouver, Still Moon Arts Society, and Stream of Dreams to celebrate and learn about Still Creek, the updated Still Creek Enhancement Study and how both will influence the Rupert and Renfrew Station Area Plan.

    We'll be painting wooden fish with Stream of Dreams to update the Still Creek Fish on Fences mural, needle felting ideas on Still Moon Arts' Community Vision Quilt, learning about the Beaver Pond(er)ing Lodging sculpture, taking a walking tour of Still Creek, connecting with Community Organizations, listening to Children's Entertainer Chris Hamilton, trying out fish and bird puppets and getting our faces painted!

    This family-friendly event will let everyone have fun, and celebrate Still Creek! Join us:

    We want everyone to have a chance to learn about Still Creek and the role that water and water management will have in the Rupert and Renfrew Station Area Plan.

    We're hosting three drop-in style "Info Pop-Ups" where the community can learn about the Still Creek Enhancement Study, groundwater management and early ideas for how the plan is working with water. City of Vancouver staff will be available to answer questions and walk you through the materials.

    • Thursday, October 12 from 2:00 - 4:00 pm at the VPL Renfrew Branch (2969 E 22nd Avenue)
    • Tuesday, October 17 from 4:00 - 7:00 om at the Renfrew Park Community Centre (2929 E 22nd Avenue)
    • Wednesday, October 25 from 3:00 - 6:00 pm at the Thunderbird Community Centre (2311 Cassiar St)

    Note: These events are opportunities for the community to learn about various studies, including the Still Creek Watershed Enhancement Opportunities Study, that will shape the Rupert and Renfrew Station Area Plan, but are not public engagement opportunities. Engagement on the Draft Plan will take place in 2024.   • Missing Middle Housing in the Rupert and Renfrew Area

    The City is are exploring changes to allow multiplexes (buildings up to six units on a single lot) in low density neighbourhoods across the city. If approved by Council, multiplex units would be allowed on most residential lots in the Rupert and Renfrew area. Details about the changes can be found by visiting the project’s Shape Your City Webpage. Council will decide whether or not to approve the changes at a Public Hearing starting on September 14th.
