On April 22, 2026, Vancouver City Council approved the Gastown Public Spaces Plan [PDF, 45.5 MB], a holistic vision and framework to guide future investment and renewal of Gastown’s streets and public spaces.

In response to Council direction [PDF, 0.2MB] and further direction [PDF, 262 KB], the plan was informed by public engagement in 2023 [PDF, 18.5 MB], learnings from two summer pilot programs testing pedestrian zones on Water Street and other improvements (2024 [PDF, 3 MB] and 2025 [PDF, 25.7 MB]), ongoing partnership with the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), and səlilwətaɬ (Tsleil-Waututh Nation), and close collaboration with the Gastown Business Improvement Society.

About the plan

Gastown is situated on the unceded traditional territories of the xʷməθkʷəy̓əm (Musqueam), the Sḵwx̱wú7mesh (Squamish), and the səlilwətaɬ (Tsleil-Waututh) Nations. It is an important heritage district and popular destination in Vancouver. Many of the streets and public spaces in Gastown are in need of repair and rehabilitation. The Gastown Public Spaces Plan sets a long-term vision to strengthen Gastown as a welcoming, people-first neighbourhood that supports local businesses, daily life, cultural expression and public events.

The plan outlines six key directions to guide future work, including:

  • Partnering with local Nations to reflect their histories and cultures in Gastown’s public spaces
  • Enhancing Gastown’s public space network and key gateways, including Maple Tree Square to centre daily life and support businesses
  • Making Water Street a people-first, flexible, multimodal retail corridor that can host events and pedestrian zones
  • Converting Cordova Street in Gastown to permanent two-way traffic with potential extension east to the Powell Overpass
  • Strengthening streetscape character using resilient and accessible materials
  • Improving neighbourhood safety, cleanliness and operations through coordinated City and partner services

Summer 2026 Water Street Pedestrian Zone

The Water Street Pedestrian Zone will return for summer 2026, taking place on Sundays from noon to 8pm between July 5 and September 6, in collaboration with the Gastown Business Improvement Society (GBIS) . The decision follows strong support from summer 2025 surveys, with 84% of public respondents and 81% of business respondents indicating they wanted the Sunday pedestrian zone to return. Programming will be led by the GBIS with City support.

The City will engage with the community on future improvements as projects advance.

    This past summer, we conducted the 2025 Gastown pilot, a second phase of public space and transportation changes in Gastown.

    The pilot was delivered in collaboration with the Gastown Business Improvement Society and in continued partnership with local Nations. It included:

    • Public space enhancements on Water Street, including an eastbound painted bike lane, expanded patios, and additional seating
    • Two-way traffic on Cordova Street from Richards Street to Gore Street
    • A Sunday Pedestrian Zone (10am to 6pm) with varying levels of programming

    We implemented a comprehensive data collection, monitoring, and engagement approach to understand public and business experiences during the pilot. The Gastown 2025 Pilot Findings [PDF, 25 MB] report summarizes transportation data, public space observations, and business impacts. These findings, along with data from previous project phases, will help inform the Gastown Public Spaces Plan.

    This past summer, City staff gained feedback through:

    1. An online survey

    We received 718 community survey responses about people's experience of the 2025 Gastown Pilot.

    2. Community pop-ups

    We hosted three pop-ups in Gastown this summer with over 50 interactions providing an opportunity to chat with staff, take our community survey in-person, and learn more about the Gastown Public Spaces Plan and 2025 Gastown Pilot.

    3. Business-specific survey

    We received 64 business survey responses about Gastown's businesses' experience and impact of the 2025 Gastown Pilot.

    4. Interviews with businesses and stakeholders

    In addition to door-knocking efforts, staff hosted over 50 stakeholder meetings with local organizations, Gastown businesses and property owners.

    In July and August of 2024 we transformed Water Street and Maple Tree Square into a vibrant pedestrian zone with public seating, expanded patios, artwork courtesy of the Squamish and Tsleil-Waututh First Nations, live performances, and other installations.

    The Water Street Pedestrian Zone Pilot was a chance to learn about the experience of pedestrianizing Water Street and will help shape a long-term vision for pedestrianizing Water Street, as part of the Gastown Public Spaces Plan. It will also help to plan future pedestrian zones. You can read the Council Report (PDF, 3MB) here.

    市府职员根据市议会指示(Council direction)制定方案,为以下几方面提供指引:

    • 在2024年夏季开展试点项目,达成 Water Street 季节性或全年行人专用(pedestrianize)目标
    • 改善街道网络以便为 Water Street 的行人专用区提供支援,包括步行、骑行、公共交通及汽车的接驳路线
    • 改善煤气镇的集会场所、街道以及后巷,以支持多种活动
    • 推动与原住民和解进程,确立各部族在其土地上的存在感(visibility)
    • 令该区特有的传统气氛逐步演变和更有深度,包括改善街道材料及各类设施
    • 找出项目各阶段的时机及所需资金
