Higher Buildings Policy Review

The City of Vancouver is reviewing the Higher Buildings Policy. This policy was adopted in 1997 to provide guidance for downtown’s tallest buildings.
This review will explore whether and how increased height allowances in key areas of the highly built-up downtown peninsula could contribute to public benefits and city-building objectives, and advance key initiatives, including implementation of the approved Granville Street Plan. The review is also an opportunity to intentionally shape Vancouver’s skyline by supporting architectural excellence, while balancing livability and sustainability. Protected public views are an important consideration that helps guide where taller buildings may be appropriate—and where they are not. Protected public views will not be reviewed or updated as part of this work.
Feedback will inform draft policy updates or options, which would be brought forward for additional public input before being presented to City Council. The City will provide updates on potential next steps, including additional phases of public engagement as the work progresses.

Through the Vancouver Tall Challenge, we are seeking innovative thinking and inspiring ideas from architects, designers, and urban thinkers around the world to help explore how tall buildings in specific locations downtown can contribute positively to our city.
How can we harness the possibilities of building tall while protecting the qualities that make Vancouver special? This ideas competition is an opportunity to explore bold, made-for-Vancouver approaches that enhance our city without compromising what matters most to the people who call it home.
Why are we doing this?
This competition forms part of the City of Vancouver’s ongoing Higher Buildings Policy Review, which is exploring the future role of tall buildings in shaping downtown growth, public life, and urban identity. Ideas and findings generated through the competition may help inform future design principles, public engagement initiatives, and policy discussions related to Vancouver’s evolving approach to height and urban growth.
How to Apply
The competition will run until November 30, 2026, with the winner being announced in January 2027. Registration and submission of competition entries will be managed through our competition platform partner, Buildner.
To register, access the competition brief, review the jury, and submit your entry, please visit: https://architecturecompetitions.com/vancouvertallchallenge/
All formal submissions must be completed through the competition platform. The ideas competition is open to all and no professional qualification is required. There is a fee for entry and teams of up to four individuals may submit. A total of $15,000 CAD in prize money will be awarded.
For those who would like to share an idea without submitting a formal competition entry, concepts may be sent to higherbuildings@vancouver.ca for review by City staff. Options may include a sketch, poem, video, or other creative ideas to inform what a Made-for-Vancouver approach might look like. Select submissions may be featured on the City's website following the close of the competition.

There are many ways you can get involved:

Visit a pop-up event: From April 7th to 29th, City staff will hold drop-in events at various outdoor locations where you can learn more about this project, speak with staff, and share your ideas for your preferred future skyline.
- We will be at Queen Elizabeth Park, Charleston Park, Grandview Park, Crab Park, Olympic Village Seawall, Nine o’clock Gun Seawall, and Jericho Beach.
- Specific dates and times will be weather dependent, but each location will be visited multiple times.

La ciudad de Vancouver está revisando la Política de Edificios de Gran Altura para impulsar objetivos clave, incluyendo la implementación del Plan de Granville Street, que ha sido aprobado recientemente. Únete a la conversación sobre cómo los edificios de gran altura pueden transformar nuestro perfil urbano, contribuyendo a la vez a las necesidades de vivienda, de los servicios públicos y de lograr un centro de la ciudad vibrante.

Visita un evento emergente: del 7 al 29 de abril, el personal de la Ciudad organizará eventos de puertas abiertas en diversos lugares al aire libre donde podrá obtener más información sobre este proyecto, hablar con el personal y compartir sus ideas sobre el horizonte urbano que prefiere para el futuro.
- Estaremos en Queen Elizabeth Park, Charleston Park, Grandview Park, Crab Park, el malecón de Olympic Village, el malecón de Nine o’clock Gun y Jericho Beach.

Vancouver Tall Ideas Competition Launch Event
In June 2026, the City of Vancouver launched its international ideas competition exploring a made-for-Vancouver approach to taller buildings through a public event at the Vancouver Playhouse. Moderated by Josh White, General Manager of Planning, Urban Design and Sustainability, the evening brought together three local members of the competition jury to reflect on Vancouver’s evolving skyline and discuss how future tall buildings can contribute to a vibrant, livable downtown, enhance the public realm, and reflect the values and character of the city.
