The City is considering increasing some of the hours that bars, pubs, and nightclubs can be open for business. We are also considering updates to the hours that restaurants can serve alcohol. The aim is to support businesses, local economies, and neighbourhood vibrancy while considering public health and safety.

Public input

Thank you to everyone who shared their thoughts on Expanding Liquor Establishment Operating Hours (PDF, 1.5 MB) in our public engagement survey, which ran from February 18 to March 9, 2025. Learn about what we heard in our engagement summary update.

We used your feedback, along with input from partner agencies and local businesses and consideration of Council priorities, to finalize our recommendations. Read our recommendations in our report to Council (PDF, 2.3 MB).

Council decision

On July 22, 2025, Council unanimously approved, with amendments, updates to the City’s liquor serving hours policy aimed at increasing opportunities for businesses, boosting the local economy and supporting a vibrant nightlife. Updates to the liquor policy follow engagement with the those who live, work and play in Vancouver, the Vancouver Police Department (VPD), hospitality industry leaders, business improvement associations, and community serving organizations. The City received strong support for expanded hours and simplified rules.
