Rupert and Renfrew Station Area Plan Approved by Council

On July 8, 2025, Vancouver City Council approved the Rupert and Renfrew Station Area Plan and related Design and Development Guidelines. The plan sets a clear direction for the next 25 years of growth around the Rupert and Renfrew SkyTrain stations, supporting more housing, jobs, public spaces, and a restored Still Creek. Thank you to everyone who contributed to this milestone!

Musqueam, Squamish and Tsleil-Waututh Nations were involved throughout the process, while broader public feedback was gathered from 43 open houses and workshops, 72 engagement events and over 2,100 completed surveys.

Plan Implementation – Bylaw Amendments

As part of implementing the Plan we are now bringing forward City-initiated rezoning for new mixed-use multifamily buildings (commercial on the ground floor with residential above). A Public Hearing is scheduled for July 14, 2026. This will create new housing and introduce opportunities for new shops and services in the area. The City-initiated changes will make it faster for these types of developments to be approved by the City. Click here for more information.

New Development Applications

To learn more about the rezoning process, you can read the City’s “How Rezoning Works” webpage. Each rezoning application can also be found here.

Renfrew Ravine

We’re working on requirements that would apply to any new housing developments around Renfrew Ravine. These requirements will support the ecological health of the Ravine and improve safety.
