The City of Vancouver is renewing its transgender, gender diverse and Two-Spirit (TGD2S) plan with a focus on TGD2S communities safe and included.

In 2016, the City, working with community, created its first plan to support transgender, gender diverse, and Two-Spirit (TGD2S) people. In November 2023, Vancouver City Council voted to renew the TDG2S plan with a stronger focus on safety and inclusion. Since then, City staff have conducted engagement sessions with TGD2S invested community.

Based on this work, City staff developed a set of goal areas to focus its efforts and sought additional community feedback in the Summer of 2025.

Next steps

Thanks to everyone who shared their thoughts on the Transgender, Gender Diverse, Two-Spirit (TGD2S) Action Plan during the Summer of 2025.

The highlights from the 2025 engagement on the TGD2S Action Plan are now available. A more detailed engagement summary will follow.

Your input has informed the draft TGD2S Safety and Inclusion Action Plan, which will be presented as a report to Council on Tuesday, February 24.

In November 2023, Vancouver City Council voted to renew the TDG2S plan with a stronger focus on safety and inclusion.     This survey will take about 10 minutes to complete and is open until Sunday, August 10. Paper copies are available by request - tgd2s@vancouver.ca .
