Read the public engagement summary (linked below) for an overview of what we heard.
The City gathered input through an online survey, three open houses, two neighbourhood pop-up events, and meetings with stakeholder groups, including advisory committees and local community organizations. In total, the engagement reached approximately 1,400 website visitors, generated 100 survey responses, and involved participation from community members, campus users, and stakeholders. Feedback collected during this first phase of engagement will help inform planning approaches and draft policies for the site.
Key highlights of what we heard include:
80% strongly agree or somewhat agree with the Draft Guiding Principles and broad support for the built form approaches.
Over half respondents showed strong support to improve walking and cycling connections through the site and for more amenities and services in the area, including childcare, shops and housing (notably affordable housing options).
Some concerns about redevelopment impacts, including construction noise and truck traffic, shadowing, impacts to neighbourhood character, loss of views to the mountains, pressures on street parking and road network, impacts to the neighbouring community garden, and added pressure on local parks and City infrastructure generally.
Thanks to all who provided their time and input during our first round of engagement! Feedback collected during this first phase of engagement will help inform planning approaches and draft policies for the site.
Next Steps
Over the coming months, City staff and the VCC team will work on a refined site concept and draft policy directions for the site, which will be shared for further feedback in a second round of engagement in fall 2026. Following that, a final policy plan for the VCC Broadway Campus is expected to go to City Council for a decision in early 2027.

Refined policy directions and a preferred concept will be shared for further feedback in a second round of engagement in the fall. A final proposal is expected to go to City Council for a decision in early 2027.
