The Vancouver Official Development Plan (ODP) identifies 25 Villages envisioned as vibrant hubs with diverse housing options and essential shops and services within a short walk, bike, or roll. The Villages planning program is an 18-month process that focuses on 17 of these Villages.
Council decision on July 28, 2026
This proposal was considered at a Public Hearing on July 14, 20, and 22, 2026 where Council heard the staff presentation, asked questions of staff, and heard public comments before referring debate and decision to the Council Meeting on July 28, 2026. At the July 28th meeting, Council did not approve the proposal, and instead approved amendments to Single Egress Stairs (SES) and two minor ODP amendments.

We want to hear from you on the future of Villages.
We have developed draft land use plans as well as policy directions that will guide the future growth for 17 Villages across Vancouver. Your feedback from this survey will help refine our proposal as we head to the final phases of the planning program. The draft land use plan will be shared with the public in Spring of 2026.
This survey will take between 10 and 15 minutes to complete, depending on the number of questions you choose to provide comments on. The survey will close on Friday, Dec.12, 2025.
Paper copies will be available at in-person open houses.

Your feedback from this survey will help us develop policies and guidelines that will guide future growth in the Villages. More opportunities for feedback on the draft policies will be provided in later phases of the planning program.

Villages Plan Summary
The Villages Plan is the product of an 18-month planning process focused on developing land use plans and policy directions for 17 Village areas across the city. The key objectives of this initiative are to enable missing middle housing and more shops and services in low-density neighbourhoods.
